Who is responsible for this chaos?

Just in case any persons have any doubts about what I am speaking about, I request them to visit the Traffic police of greater Mumbai’s website at http://www.trafficpolicemumbai.org/parking.html and ascertain for themselves.
What is disturbing is that the law is giving preferential treatment, and is not common to all as required by the constitution and charter of the country.
Innumerous complaints have been made to their phone number 022 24937755 and to police on the beat/ accompanying tow-away carriers.

The various provisions for breaking the law are given below and the ones applicable are highlighted.
